LETTER: New restraint and seclusion policy requires oversight

Over the past year, the Harwood Unified Union School District has made commendable progress in reducing the use of physical restraints on students. This progress comes after a history of inadequate accountability and oversight, which allowed the overuse of physical restraints. We must move away from a culture of silence and ensure that we address parent, staff, and student complaints and concerns as we implement the new restraint and seclusion policy.
To address future concerns, the administrators on the restraint and seclusion task force must establish clear procedures for a complaint and review process. It is critical for the school board to closely monitor the administration's implementation of these procedures, ensuring their effectiveness. This oversight will provide a reliable avenue for stakeholders to report complaints, identify areas for improvement, and implement necessary changes promptly. This work must be cemented in policy and procedures to ensure progress continues regardless of who is in a position of power within the district at any given time.
As we acknowledge the progress made over the past year with the ban on dangerous prone restraints, we must remain committed to continuous improvement. By recognizing that our work is not yet complete and prioritizing stakeholder feedback, implementing a robust complaint system, and fostering open dialogue, we can create a culture of safety, trust, and accountability that this district has lacked in the past.
