The state’s proposal to repurpose the former Vermont National Guard Armory in Waterbury as a temporary homeless shelter needs a local permit that carries a $50 fee. That’s the message Waterbury’s zoning administrator conveyed to the state Buildings and General Services Commissioner in a letter on Thursday.
