A little rain doesn’t spoil Waterbury’s Not Quite Independence Day 

Despite soggy weather, Waterbury’s Not Quite Independence Day celebration attracted a hardy crowd that cheered on dozens of runners, took in the parade down Main Street, gathered for food games and a concert on Saturday and took in the fireworks show the following night.
