Update at 10 p.m. Looking ahead to Wednesday

Duxbury Roads: 

A crew from Percy Construction will be working on River Road on Wednesday and Thursday to install culverts. The projects will require the road to be closed in the area near where work is taking place. Local residents should expect the closures to run from 9 a.m. to 5 p.m. both days. 

  • On Wednesday, a new culvert will be installed in an area between the Green Mountain Power Dam and Camel’s Hump Road. Access will be open from the Bolton side during this time.

  • On Thursday, a failed culvert will be replaced in an area west of Camel’s Hump Road. 

  • SPECIAL NOTE: Washouts have left Morse Road passable using just one lane. Town officials Tuesday afternoon issued a notice that the road is open for local traffic only. All heavy vehicles are prohibited, so any residents with scheduled deliveries will need to notify their provider and make other arrangements until the road is repaired. There is not an estimated date for that work to be completed yet.

Harwood schools 

All Harwood Unified Union School District schools will be open Wednesday including Moretown Elementary School that was flooded on Monday. All Moretown students will spend the rest of this week off campus, however, on organized field trips. Read more about Moretown school’s flood response here

Selectboard meeting schedules

  • Waterbury’s Select Board will hold another special meeting on Thursday at 3 p.m. at the town offices in person and via Zoom to assess the flood response efforts. Meeting agenda is here.

  • Duxbury’s Selectboard rescheduled its regular Monday meeting to Wednesday, Dec. 20, at 6:30 p.m. in the municipal meeting room, in person and via zoom. Agenda and meeting information can be found here.

As water in the Winooski River and other local brooks and streams recede this morning, local residents will be assessing the impact of the latest flooding event on Monday in Waterbury and throughout Central Vermont. 

The 5:15 a.m. flood gauge reading for the Winooski at Waterbury was 419.58 feet, down from a high of 424.39 feet around 9 p.m. Monday. 

Waterbury public works crews on duty early this morning have reopened all town roads with the exception of the River Road to the Ice Center. 

Also reopened nearby: U.S. 2 in Moretown near Noyes Road as well as in Middlesex near the intersection with Vermont 100B. 

Duxbury

River Road is closed to through traffic from the Winooski Street Bridge west due to a sinkhole that has developed. A contractor is headed here today to assess, according to Selectboard Chair Richard Charland. River Road also remains closed from Camel's Hump Road to the Bolton town line. A section of the road is open and motorists may drive between Main Street in Duxbury and the Winooski Street bridge.

Moretown

From Moretown Town Clerk Cherilyn Brown this morning:

“The Town of Moretown has once again had severe damage to Ward Brook Road (off Jones Brook). A lot of the work that had been done due to the July flood has now been washed out and will need to be redone. Currently, Ward Brook Road is not passable. The road crew is doing their best to get it back so it will be passable as soon as possible.”

In addition, Jones Brook Road has some flood damage, but it is open. Mud is making travel difficult, especially to get heavy trucks out without causing more damage, she said.

All other roads have some damage but are passable. Town road crews are assessing and documenting damage as advised by FEMA.

  • There will be a special meeting of the Waterbury Select Board at 10 a.m. to discuss the town’s ongoing flood response.  A Zoom link will be posted on Waterburyvt.com. Town information will be updated on the municipal website and its Facebook page.

  • All Harwood Unified Union School District schools are closed today. Moretown Elementary School experienced flood waters in classrooms and the furnace room. School officials say they will notify parents of Moretown students by 2 p.m. today with information regarding the remainder of the week. In a message last night to families, the district said: “Our thoughts are with all families impacted by this storm. Please reach out to your child’s principal if you have been personally impacted by this flood or if you have any questions.”

  • The Harwood renovation bond community meeting planned for Moretown tonight has been canceled and will be rescheduled at a later date. The next meetings are in January. A recorded presentation and discussion is online. More details are here.

  • The Waterbury Area Senior Center is closed today. It plans to reopen on Wednesday.
